RCAC mandated Capital Improvement Planning Spreadsheet (by Fred Luna)

This document/spreadsheet will be a major resource for discussion, planning and voting regarding dues and special assessments/fees (loan repayment?) for state mandated Capital Improvement of our water system starting with 2021-2026 basis of a 10yr plan.
